Loan & Mortgages Scheme

 

RCMP Commercial Crime Section want the public to be aware of Advance Fee Loan Schemes.  Recently ads have been placed in the Leader Post offering loans and mortgages.  Similar ads have been found on line. 


Once the potential applicant contacts the number provided the company sends forms requesting personal information to be filled out.  The forms are completed and returned to the company.  The company calls the applicant and asks for a processing fee, loan application fee, high risk loan surety, etc. to allow the company to finish processing the loan.


The applicant is told to send the money by Western Union or Money Gram.   The applicant then forwards the cash and never receives the loan. 

The public should be wary of a business requiring money up front for loans or mortgages.  Normally, if there is a charge associated with the loan or mortgage it is included in the total loan
and paid back during the life of that loan.

Counterfeit United States Bank Notes

The "F" Division RCMP Commercial Crime Section would like to make the public aware of counterfeit United States bank notes circulating within Saskatchewan.  Within the last few weeks, Saskatoon Police Service as well as a number of Saskatchewan RCMP Detachments have received complaints of counterfeit US currency.  As a result, numerous merchants are out hundreds of dollars. 

Given the fact that US currency is currently an equal value with Canadian currency it is easier to exchange for notes, goods or services of equal value.  This does not make it any safer to accept. The security features on US currency are very different than Canadian currency.  The public should take great caution when accepting foreign currencies and should encourage all currency exchanges to take place at financial institutions.

Everyone should be diligent in detecting counterfeit currency and contact their local law enforcement agency should they encounter anyone trying to pass one of these bills.  Further information on learning how to detect counterfeit US currency is available at the United States Secret Service website, at http://www.moneyfactory.gov.

Mass Marketing and Idenity Frauds and Scams: Red Flags and What to Do if it Happens



In this final article in the series on Mass Marketing and Identity Frauds and Scams, the RCMP's Commercial Crime Section in Saskatoon will discuss some of the red flags and what to do if it happens to you.  Remember that there is no typical fraud victim in Canada, but research finds that fraud victims are likely to be educated, informed, relatively affluent and involved in their communities.  Your risk of becoming a fraud victim is not linked to your age, ethnicity, income or geographic location.  Fraudsters don't care about any of that - they just want your money.  These are professional criminals.  They know what they're doing and, unfortunately for their victims, they do it well. 

Do not underestimate the importance of your personal information. A stolen identity is the key to your credit history and your money. It may be used for criminal purposes. It takes a lot of work, time and money to fix your credit and to retrieve your money. Remember that it is not always possible to completely fix these problems. Use the tips you have learned to help prevent becoming an Identity Fraud victim. The importance of your contribution to the control of personal information and scam protection problem is generally not sufficiently recognized. In your circle of influence, you have the power to educate others. In your daily activities, take a few moments to transmit some of your newly acquired knowledge to your family, friends and colleagues. Specifically, use and encourage better practices when handling money, credit or debit cards in public or online situations. The best way to minimize your risk of being a victim of fraud is to keep yourself informed of new scams and
fraudulent techniques.

There is no guaranteed method to know if you are being exposed to fraud.  Read the following fourteen indicators and apply them to your daily life.  Remember, a situation that raises one or several red flags does not  automatically make it fraud. It only means that you should be careful, do your research and ask the right questions. If the provided answers or your research does not lower all flags, just opt out.

Indicators:

Who am I really dealing with?
Why are they asking for more information then they actually need?
Am I being rushed or pushed in to making impulsive decisions?
Is this person overly enthusiastic?
Is this too good to be true?
Anything unusual about this ATM?
Is a hidden camera / cell phone camera / person reading my pin?
Is this job offer legitimate?
Is this website trustworthy / legitimate?
Will this employer / organization protect my personal information?
Why are they asking for a processing fee to give me a loan?
How did they get my contact information?
Am I broadcasting my personal information over the airwaves?
Why does this stranger suddenly want to become my best friend?

If you have been the victim of a fraud/scam, immediately report the incident to your local RCMP Detachment or the police service of jurisdiction in your area.  Taking immediate steps can help prevent you from being victimized further.

You should also contact PhoneBusters (also known as the Canadian Anti-Fraud Call Centre) either by telephone (1-888-495-8501) or reporting on-line at www.phonebusters.com.

If you have received a fraudulent email, please report this to RECOL (Reporting Economic Crime On-Line). This is an initiative that involves an integrated partnership between International, Federal and Provincial Law Enforcement agencies, as well as, with regulators and private commercial organizations that have a legitimate investigative interest in receiving a copy of complaints of economic crime.

If you received a Nigerian/West-African letter in either the mail or via e-mail, please foward it to PhoneBusters.  They are very interested in receiving  copies of any *new* versions of Nigerian letter scheme, particularly those involving Canadian mailing addresses or telephone numbers.

Remember: There is no reason to be paranoid; there's just reason to be careful. If someone wants desperately to target you, they can probably get a lot of information about you -- so you just need to minimize the criminal's opportunities to get that information. You can make yourself a harder target and that is the best defense.  (Quote from the PhoneBusters website).

or advice in these matters.  "If you have a concern that the situation you are dealing with may not be legitimate, please contact us.  If it is in fact a fraud, we'd much rather tell you now rather than after you parted with your money or someone has stolen your identity."  She adds that, "The line we've all heard before "if it's too good to be true, it probably is", is a moto we should all live by!".

Argyle - RM of (Carnduff RCMP)

Vandalism

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offence. 

Sometime in the early spring of 2008 unknown person(s) gained entry into an abandoned house in the RM of Argyle.  They then proceeded to break windows and walls inside the house.  Suspect(s) also shot out a meter and a grainery at this same farm yard.

Assiniboia

Theft of ATV Mini Quad

Sometime during the night of Monday, September 22, 2008 and the early morning of Tuesday, September 23, unkown culprit(s) stole a 2006 Giovanni ATV Mini Quad from in front of a residence located on Leeville Drive in Assiniboia, SK.  The quad is blue, white and grey comouflage in colour.

Sometime during the weekend of September 5 - 7, 2008 culprit(s) were driving along Highway 13 several kilometers east of Assiniboia.  It was in this area that the culprit(s) caused several hundred dollars of damage to a tractor by shooting at it with a rifle.

Vehicle Damage

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offence. 

On Tuesday, September 2, 2008 at 7:30 pm, an unknown vehicle backed into a white two door Chevrolet parked in the "Chat N Chew" restaurant parking lot.  Witnesseses reported an older model rusty red and grey pickup truck parked in the area.  The owner of that truck may be able to provide more insight into this occurrence and is asked to contact the police.

Assiniboia - Mossbank

Safe Attack

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offence.

Sometime in the over night hours of Friday July 18, 2008, culprit(s) pried and broke into a business in Mossbank, SK.  Once inside the culprit(s) broke into a secured safe and removed money from within.  During this same time period, culprit(s) pried and broke into a second business and removed monies from three cash drawers

Battlefords

Crime Events

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offences. 

1.On October 1st, at approximately 9:30 PM someone shot a pellet gun at a house located on the 1900 block of 95 Street.  A window was damaged.

2. On October 1st, sometime between 10 PM - 11:50 PM, 2 vehicles parked at a business on the 1100 block of 100 Street had windows smashed out.

3. On October 2nd, a vehicle parked on the 300 block of 32nd Street in Battleford had all 4 tires slashed and paint thrown on it.

4. On October 5th, sometime between 12:00 PM - 9:00 PM a house located on the 11000 block of 15th Avenue was broken into.   A window had been taken out.   It is unknown at this time what was stolen.

Vehicle / Field Fire

Crime Events

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offences. 

On September 19 at approximately 7:30 pm, a grass fire was intentionally set near the Highway 16 Bypass.  A male wearing all black clothing was seen running from the area shortly after.

 

On September 21 a travel trailer parked in the back driveway of a residence located on the 1900 block of 99 Street was damaged.  A window was smashed and a hole was punctured in the side of the trailer.

 

On September 8 a car parked in the Comprehensive High School was keyed causing approximately $1200 damage.

 

On September 21 a 1994 Buick Park Avenue was stolen from Windsor Hotel in Battleford.  The vehicle was later located near Turtleford completely burned in a field.

September Crime Occurrences

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offences. 

On September 26, 2008 at approx 10:30 PM, 5 males were seen trying to break into a van located on 108 Street. They got into a blue vehicle and left the scene before police could arrive.

 

On September 27, 2008 at approx 2:00 AM, a vehicle parked on 105 Street had the back window smashed out. The vehicle owner heard the window break but was unable to see the perpetrator.

 

Sometime between September 26 - September 27, 2008 a church located on the 900 block of 108 Street was damaged by graffiti. Blue paint had been sprayed on the side and door of the building.

 

Sometime between September 27 - September 28, 2008 rocks were thrown through two windows at Connaught School.

 

On September 15 a truck was stolen from a business located on the 1700 block of 100 Street.  The truck is described as a white 1990 pickup truck with Saskatchewan license 217 DTB.

 

On Saturday, September 13 at approximately 10:00 in the evening a young male was assaulted and robbed while walking on 108 Street near 11 Avenue.  He was approached by two Aboriginal males who proceeded to beat him and steal his wallet.  The victim suffered injuries to his face and legs.

 

On September 8, a house located on the 1900 block of 102nd Street was broken into and damaged with spray paint graffiti.

 

During the early morning hours of September 8, numerous vehicles located throughout the city of North Battleford were broken into and various personal items were stolen.

 

 

Sometime between September 7 and September 8, two cabins located on Archdeacon Drive in Cochin were broken into.  The properties were damaged and it is unknown what has been taken at this time.

 

 

In early September the Battleford's Tot Lot was vandalized with graffiti.

August Crime Occurrences

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offences. 

On August 26 at 3:30 am someone attempted to break into a residence located on the 1200 block of 108 Street.  The home owner was woken by noise coming from outside and noticed that the window screens had been removed.

 

During the early morning hours of August 26, two vehicles located on 1st Avenue in Battleford were broken into and a wallet was stolen.

 

Sometime between August 29 and September 2, Connaught School had numerous windows smashed.  Two younger males were seen in the area at the time.

 

On August 22 between 10:30 am and 12:00 pm a car parked on 106 Street near the swimming pool was keyed and had its tires slashed.

 

Sometime between August 21 and August 22 a vehicle parked on the 1300 block of 108 Street had its steering column and wiring damaged.

 

Sometime between August 20 and August 21 a fenced business compound located on the 9800 block of Thatcher Avenue was entered and tires stolen off a 1993 Ford truck.

 

During the early morning hours of August 18 numerous properties in the city were vandalized with graffiti.  Two schools and two businesses received damage.

 

During the early morning hours of August 17 a rock was thrown through the rear window of a car parked on the 1400 block of 106 Street.

 

During the early morning hours of August 17, two thefts occurred from separate residences on the west side of North Battleford.  A black and grey jogging stroller was stolen from the 1800 block of 96 Street and a grey two seat stroller was stolen from teh 1800 block of 93 Street.

 

On August 16 between the hours of 6:30 pm and 7:30 pm a house located on the 1500 block of 103 Street was broken into and a DVD player was stolen.  The suspect entered through a window and cut themselves in the process.

Break, Enter and Theft of Cash

Theft of motorbike

On August 12, 2008, a motorbike was taken from a residence located on the 400 block of 32nd Street in Battleford.  It was severely damaged and left in the alley.

Hit and Run Collision

Saskatchewan Crime Stoppers is asking for the public’s assistance with the following incident.  On Wednesday, July 30, 2008 a hit and run collision occurred at the intersection of 9th Avenue and 110th Street in North Battleford, SK.  A minivan was traveling north bound on 110th Street and was struck by a vehicle that was traveling west bound on 9th Avenue.  Both the driver and passenger of the minivan received minor injuries.  The second vehicle involved in the collision fled the scene.

Fire in Alley Behind Business

On July 1, 2008 at approximately 10:30 pm there was a fire in the alley behind a business at 1871 – 101Street in North Battleford, SK.  The scene was examined by the Provincial Fire Commissioner’s Office and local RCMP to determine the cause of the fire.

Vehicle Fire

 

Saskatchewan Crime Stoppers are requesting assistance from the public regarding a vehicle fire. On Friday, June 6, 2008 at 12:00 am a vehicle on the 1800 block of 100th Street, North Battleford was engulfed in fire.  The flames spread to a nearby business causing the business to sustain extensive damage.

Garbage Fires

 

On the morning of February 23, 2008 at approximately 8:00 am, police and North Battleford Fire Services responded to three complaints of fire.  All three were located in the back alley of 110th Street where unknown person(s) proceeded to light items near garbage cans on fire.  No person(s) were injured.

Advisory - Unlocked Running Vehicles

Due to the recent rash of car thefts in the Battleford/North Battleford area, the North Battleford Detachment of the RCMP would like to remind everyone to be cautious to not leave your vehicle unattended while running.  Although the weather is extremely cold, several vehicles have been stolen when the driver just "popped" into a restaurant, store or a bank for "a moment".  Thinking that your vehicle is safe by locking it with the key FOB is not advisable, as entry can be gained by smashing any of the vehicles windows.

 

Also, if your vehicle has access to On Star, we encourage you to ensure your subscription to this service is current.  If it has expired your unit will phase itself out, and only be able to be reactivated by being inside your vehicle.  On Star has the ability to track your vehicle if your subscription is current, and can be a valuable tool when trying to retrieve your vehicle quickly.

Theft Of Hay Bales

On October 24, 2007 between the hours of 8:00 am and 5:00 pm, approximately 100 square hay bales were stolen from a farm in the RM of Battle River.

Biggar

School – Break, Enter and Vandalism

 

Between the days of May 9 and May 13, 2008 suspect(s) entered a school house in the community of Sonningdale, SK.   The suspect(s) entered the building through a window in the back of the school.  Once inside the suspect(s) began to break windows throughout the school.  The windows were security windows with wire mesh inside of them.  In total, twenty windows were damaged.

Pool - Break, Enter and Damage

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offence. 

During the late evening of June 13 and early morning hours of June 14, 2008 culprit(s) entered the Biggar Aquatic Center pool area.  As a result, a pool cover was ripped, a fountain damaged and several beer bottles were broken.

 

Incidents such as this are very dangerous; to the children who use the pool afterwards, causing pool staff extended hours cleaning the broken glass off the pool bottom and surrounding deck and potential damage to circulating pumps.

 

Operating costs are always a concern and incidents such as this may impact on the ability for the community to maintain the service.

Thefts from Rural Area

 

On or about November 11, 2007, suspect(s) entered a farm north of Biggar in the RM of Glenside.  Suspect(s) parked on the roadway near the farm and walked into the farm yard.  A quonset was entered, and a John Deere chain saw was stolen.  IN addition, suspect(s) used a piece of hose to siphon 15-20 gallons of gas from parked grain trucks.

 

Three vehicles were observed in the vicinity prior to these thefts, they were a red half ton pick up truck, a mini van and a white car.

 

On or about January 3, 2008 suspect(s) returned to the same farm, again parking on the roadway, and walked into the property.  A five gallon jerry can was used to siphon gas from a swather which had been parked for the winter.

 

On or about the weekend of January 25 – 28, 2008, suspect(s) attended a farm yard north and east of Biggar, in the RM of Eagle Creek.  A home and work shop were entered.  From the shop, a welder and two chain saws were stolen.

Break, Enter and Theft

 

Sometime between 5:00 pm of April 17, 2008 and 8:00 am of April 18, 2008, a break, enter and theft occurred at the New Horizons Seniors complex located at 117 3rd Avenue West, Biggar, SK.  Suspect(s) gained entry to the main office through an interior hallway door.  The desk drawers and cabinets were rummaged through.  Entry was gained to a free standing safe located within the office with an undisclosed amount of cash being stolen.

Bredenbury (Langenburg RCMP)

Damage to Back Hoe

During the weekend of July 25, 2008 a backhoe parked in the town of Bredenbury was broken into and damaged.   A set of keys were taken from the backhoe and the estimated cost of damages is approximately $150.

Carduff - Carievale

Road Signs Knocked Down

Saskatchewan Crime Stoppers are requesting assistance from the public for the following offence. 

On June 20, 2008 Carnduff RCMP received a report of some damage to road signs in the Rural Municipality of Mount Pleasant.  Approximately 9 miles south of Carievale heading east to Highway #8, the sign saying Carievale was knocked down.  Also 6 miles south of Carievale at the intersection of Highway #8 and a grid road the stop sign has been knocked down.

Carlyle

Robbery of Financial Institution

 

On September 20, 2007 at approximately 9:15 am, a single male entered a financial institution in Carlyle, SK.  The suspect was armed with a baseball bat and left the financial institution with a sum of cash that he received from the teller.  The suspect was wearing blue oilfield coveralls and his head was completely covered with a ski mask and his eyes covered with black sunglasses.  The suspect is described as approximately six feet in height with a slender build.

Construction Equipment Vandalized

The Carlyle RCMP and Saskatchewan Crime Stoppers are asking for your help in solving the following crime.

Between noon on Friday September 14 and 6:00 am on Tuesday September 18, 2007 vandals damaged construction equipment that had been parked approximately four (4) kilometers north of Highway 13. The equipment was parked on both the east and west sides of Highway #8. The culprit(s) damaged property including a fence and a number of pieces of machinery that had been parked for the weekend. The equipment that was vandalized or used to cause other destruction included a grader and a large hauling truck that had a yellow cab.

Carlyle - Kisbey

Theft From Oil Site

 

On the evening of May 8, 2008 suspect(s) went onto an oil site north of Kisbey, SK.  Suspect(s) stole several upset, rod and tubing elevators (red in color) along with an assortment of tools, wrenches and chains.
